Japan JIS X 8341-3 and reasonable accommodation
Japan’s technical benchmark for websites is JIS X 8341-3, which matches WCAG 2.0. Since April 2024, private businesses also have a legal duty to provide reasonable accommodation, not only a duty to try.
- Standard: JIS X 8341-3:2016, identical to WCAG 2.0 (ISO/IEC 40500)
- Private sector since: April 2024 — reasonable accommodation is mandatory
- Public sector: Government web guidelines expect JIS X 8341-3 Level AA
What it is
JIS X 8341-3:2016 is Japan’s national standard for web content accessibility. It is identical to ISO/IEC 40500, which is WCAG 2.0, so a WCAG-conformant site meets the JIS technical core. Conformance grades follow WCAG levels. The Web Accessibility Infrastructure Committee (WAIC) publishes the testing and terminology guidance Japanese teams use, including how to write an accessibility policy and test results.
The Act for Eliminating Discrimination against Persons with Disabilities was revised so that, from April 2024, private businesses must provide reasonable accommodation when a person with a disability faces a barrier. Before that revision, private businesses had a duty of effort. Public bodies already had a mandatory duty. An inaccessible website that blocks a customer, followed by a refusal to accommodate, is the situation the revised Act addresses.
Enforcement is administrative. Ministries can require reports and issue guidance and recommendations, and non-cooperation can be made public. That reputational lever matters in the Japanese market. National and local government bodies are expected to conform to JIS X 8341-3 Level AA and often publish test results.
Japanese-language accessibility has real technical depth: ruby annotations, input-method behavior, and screen readers such as PC-Talker and NVDA in Japanese. We do not treat an English-only automated scan as a JIS test.
Who needs to comply
Public sector conformance is expected. Private sector accommodation is now a duty.
- National and local government. Public websites are expected to meet JIS X 8341-3 Level AA, with a published policy and test scope in line with WAIC practice.
- Private businesses. Since April 2024, reasonable accommodation is mandatory. Environment-improvement measures, including accessible digital services, are what ministry guidance points to.
- Vendors into Japanese enterprise and government. Procurement asks for JIS / WCAG conformance and test results. We produce that record against the version you are selling.
Timeline
The standard dates from 2016. The legal shift for business is April 2024.
- 2016. JIS X 8341-3:2016 aligns the national web standard with WCAG 2.0.
- April 2024. Reasonable accommodation becomes mandatory for private businesses under the revised Act.
- Ongoing. Administrative guidance, recommendations, and public naming for non-cooperation. Government sites continue to publish conformance grades.
What the rule requires
Meet the JIS grade you claim, and be ready to respond when someone asks for an accommodation.
- JIS X 8341-3 Level AA. Satisfied on the web criteria by WCAG 2.0 AA. We test WCAG 2.1/2.2 AA so export markets and future JIS revisions are included, and we state the JIS grade clearly.
- A published accessibility policy. WAIC-style statements name the target grade, the scope, and the test date. We write the statement from the audit so the grade is earned.
- An accommodation channel. The mandatory duty is triggered when a person encounters a barrier and requests an accommodation. Staff need a path and training to respond.
- Japanese assistive technology. Forms, authentication, and payment are where input methods and Japanese screen readers fail. We include that in the test, not only an English browser extension.
How we help
We help Japanese organizations and companies selling into Japan show a JIS grade they can publish, and stand up the accommodation path the 2024 duty expects.
- An audit reported as a JIS X 8341-3 conformance grade, with WCAG 2.1/2.2 gaps listed beside it.
- A WAIC-style accessibility policy and a request channel your staff can actually operate.
- Manual testing with NVDA, JAWS, and VoiceOver, plus keyboard-only use and browser zoom. The failures these rules care about are often invisible to an automated scan.
- Remediation in your production code by our developers, so the fix lives in the product and not only in a report.
- An accessibility statement and, where a buyer or regulator expects one, a VPAT-based Accessibility Conformance Report grounded in the audit.
- Training for the people who publish pages, documents, and campaigns after the audit.
- A retest after major releases, so a later deploy does not quietly undo the work.
Web accessibility audit and remediation
Our process
- Confirm what applies to you. We confirm whether you are a public body with a published grade to defend, or a business setting up reasonable accommodation, and which languages and input methods the service uses.
- Audit the live experience. We review the pages, flows, documents, and apps people actually use, with assistive technologies as well as automated checks, and map each finding to the standard this rule points to.
- Fix the barriers that block access. Our developers remediate structure, keyboard access, forms, contrast, names, and media in your codebase, starting with the journeys that gate a service.
- Document what was tested. You receive the findings, what we fixed, and the statement or conformance report your team, counsel, or procurement office needs on file.
- Keep it from slipping. We train publishers and retest after significant releases so new content does not reopen the same gaps.

Frequently asked questions
Does JIS X 8341-3 include WCAG 2.2?
The 2016 edition matches WCAG 2.0. Claiming a 2.0 AA grade is the JIS statement. We still test 2.1 and 2.2 and separate those findings, because procurement and overseas customers ask for them, and because a later JIS revision is likely to follow WCAG upward.
What changed in April 2024?
Private businesses moved from a duty of effort to a mandatory duty of reasonable accommodation. You need a way to receive a request and respond. An inaccessible service plus a refusal is the risk the revision targets.
Are there large fines?
The lever is administrative: reports, guidance, recommendations, and public naming. It is not a U.S.-style statutory-damages regime. Reputational exposure in Japan is still a serious consequence, and the technical fix is the same work.
Will an English WCAG audit be accepted?
Only if the Japanese interface was actually tested. We include Japanese screen reader behavior, labels, and input methods in the scope when the product is offered in Japanese.
