The Accessible Saskatchewan Act: What Saskatchewan Organizations Should Know About Web Accessibility

Saskatchewan — Peradeo's home province — joined the Canadian accessibility movement with The Accessible Saskatchewan Act, which came into force on December 3, 2023 (the International Day of Persons with Disabilities). Like British Columbia's law, it starts with the public sector and builds toward enforceable accessibility standards that are expected to reach websites.
What the Act requires today
The Act and The Accessible Saskatchewan Regulations currently focus on accessibility plans:

Each plan must be developed in consultation with persons with disabilities, consider the principles of inclusion, adaptability, diversity, collaboration, self-determination, and universal design, be published online, accept public comments, and be reviewed and updated at least every three years.
Where websites fit in
The Act authorizes the province to adopt accessibility standards in areas including information and communication — the category that covers websites, web applications, and documents. No web standard is in force yet, but every Canadian jurisdiction that has adopted one (Ontario, Manitoba, the federal government, Quebec) has landed on WCAG AA. Saskatchewan public bodies writing accessibility plans should treat digital barriers as a core plan component now: an accessibility plan that ignores an inaccessible website will not survive public feedback.
Why Saskatchewan businesses should pay attention
- The Saskatchewan Human Rights Code already prohibits discrimination in services offered to the public, and inaccessible digital services can ground complaints today — no standard required;
- Manitoba's example shows how fast the scope can widen: its equivalent law now applies to every organization with one or more employees;
- If you sell outside the province, the Accessible Canada Act, Ontario's AODA, the ADA, and the European Accessibility Act may already apply to your website;
- Public sector procurement is starting to ask vendors for WCAG conformance and Accessibility Conformance Reports (ACR/VPAT) — being ready wins contracts.
Practical steps
- Public sector bodies: get your accessibility plan published, include digital accessibility explicitly, and make the plan and feedback channel accessible themselves;
- Everyone: audit your website against WCAG 2.1 AA — the de facto Canadian benchmark and the likely basis of Saskatchewan's future standard;
- Fix the highest-impact barriers first: keyboard access, screen reader semantics, forms, contrast, and PDFs;
- Publish an accessibility statement and keep evidence of your conformance work.
